Q : Cannot get it going

Hey there. Downloaded script and set up an account with Google Cloud Compute for VPS. Get through most of the way until it's time to see admin panel. I get message that PHP version is incompatible. I upgrade that and it changed to a 404 error. No amount of debugging or fixing resolves it. I've deleted and started over 5 times.  I need help.
