Q : Admin Installation

I'm having problem with the installation, and I followed the documentation thoroughly. It stops at admin/public installation to be able to login. I got 404 error. After the PhpAdmin set up, the admin page loads page showing the set up requirement. After that, it gives 404 error. Tried multiple times.
